What it means

Japan's Building Standards Act requires that buildings front a road at least 4 metres wide. Many older residential streets are only 2–3.5 metres wide. When you rebuild on such a property, you are required to set back the building line so that the road reaches the full 4-metre width from the centreline — effectively donating part of your land to widen the road.

The set-back portion of land typically cannot be built on, fenced, or counted towards your floor area ratio. You still own it, but it must be kept clear. Over time, as neighbours also rebuild and set back, the road gradually widens.

  1. Exact area of the setback portion in square metres.
  2. Has the setback already been completed (i.e. is the current building already behind the setback line)?
  3. How does the setback affect the effective buildable area and your planned building footprint?
  4. Is the road a 42条2項道路? Confirm with the 役所 建築指導課.
